<p>THE big thinkers among our ranks have for about a century floated (read dreamed) grand ideas about developing the vast tracks of land that exist beyond the large population centres, but it remains to be seen whether the latest appetite for large scale water infrastructure will result in a significant transition for northern Australia.</p>
