KAI's parent company, Shanghai Zhongfu, plans for all produce grown on the site to be shipped back to China for local sale.

The new 3086 hectares is expected to be used to grow citrus and/or mango trees or other tree crops.

The proposed farmland is located between House Roof Hill and the Ord River, approximately 40 kilometres north-west of Kununurra, in the Shire of Wyndham-East Kimberley.

Carlton Plains Stage 1 forms the initial component of the staged development of four larger parcels of land designated for future irrigated agriculture, within the overall Carlton Plain freehold area. 

Stage 1 will comprise a combination of surface and pressurised irrigation technologies, for the purpose of growing food and fibre crops.

Australia’s Environmental Protection Agency (EPA) has called for comment regarding a decision for an environmental impact assessment 

Following the seven day public comment period and consideration of any comments, the EPA will decide whether or not this proposal requires environmental impact assessment and, if so, what level of assessment will be applied.
